A weekly editorial by Dr. Eng. Victor Hugo Rangel-Hernández, Founder of Vanguard H2 Systems GmbH
This week’s headline
H2Accelerate published a policy paper on October 5 proposing four measures to close the total cost of ownership (TCO) gap between hydrogen and diesel trucks in Europe. The collaboration, which Engineer Live lists as Daimler Truck, Linde, Hyundai Hydrogen Mobility, TEAL Mobility, TotalEnergies and Volvo Group, starts from three measures already working in Germany and the Netherlands and proposes extending them across the EU.
- RED III credit mechanisms for renewable hydrogen (RFNBO).
- Road-toll exemptions aligned with the Eurovignette Directive.
- Joint funding for hydrogen trucks and refuelling stations through future CEF AFIF rounds.
- A “TCO Parity Certainty Mechanism” to cover any residual cost gap and policy volatility.
Volvo Group’s Niklas Gustafsson put the logic in one line: for fleet operators, “the decisive factor is the business case.” H2Accelerate spokesperson Hannah Bryson-Jones said the priority is to replicate working policies at a broader scale, giving the industry the long-term certainty it needs to scale.
The first measure echoes last week’s headline: H2 MOBILITY credited revenue from Germany’s THG-Quote system for its latest price cuts, and the paper proposes extending credit mechanisms of that kind across the EU.
Policy and funding
RFNBO review: still pending. According to Argus (July 15), the Commission’s targeted review of the RFNBO delegated act slipped from the second quarter to autumn 2026. The expected content: a later start date for hourly correlation of hydrogen output with renewable power (member states and industry are pushing for 2035, with quarterly correlation until then), a pushed-back deadline for the additionality exemption, and rules for recognizing nuclear power in hydrogen production, described as “nearly done.” After publication, at least four weeks of public consultation are expected, and a new EU hydrogen strategy is due before the end of 2026. I found no publication of the revised proposal as of this edition.
Events
CIHC 2027, Beijing, March 24–26, 2027. The official site now shows that visiting groups must have at least 10 members. Group fees, registration steps and deadlines are not published yet.
A note on evidence
The H2Accelerate paper was read through the Engineer Live report, which gives no figures; the paper itself was not reviewed. The member list is the outlet’s. Earlier editions listed other companies, so the current membership should be checked at the source. The RFNBO timeline comes from a July 15 Argus report; no later confirmation was found. On the CIHC site, a speaker page lists six names, but the entries are undated and carry 2024 photos, so they are not treated as the 2027 program. No verified news was found this week on Maximator Hydrogen, Linde, Hydrogen Refueling Solutions or hydrogen trucks in China.
